Er. Kiran Wattal is a distinguished civil engineer, public administrator, community leader and cultural heritage advocate whose professional journey reflects more than four decades of dedicated service to society. A Civil Engineering graduate from Thapar Institute of Engineering & Technology, he devoted a substantial part of his career to the Government of Jammu & Kashmir, serving in several important administrative and technical positions, including Commissioner of the Jammu Municipal Corporation. His career has been defined by a combination of technical expertise, administrative leadership, crisis management and a strong commitment to public welfare.
During his tenure in public administration, he held key responsibilities associated with urban infrastructure, sanitation, environmental engineering, housing development, public health and municipal governance. As Commissioner of the Jammu Municipal Corporation, he worked towards strengthening civic services, improving sanitation systems, enhancing public infrastructure and promoting citizen-oriented administration. His responsibilities also included initiatives related to housing for economically weaker sections, municipal grievance redressal and improved delivery of essential public services.
One of the most notable examples of his commitment to public service occurred during a prolonged strike by sanitation workers in Jammu. For 42 days, he personally participated in sanitation and waste-clearance operations and operated trucks, tippers and loaders-cum-excavators to ensure that essential civic services continued despite the crisis. His willingness to work directly in the field, alongside the operational workforce, demonstrated an uncommon sense of responsibility and leadership. The episode became an important example of his approach to administration, where public welfare took precedence over position or personal convenience.
His commitment to society continued beyond his government career. Following retirement, he remained actively involved in cultural preservation, pilgrimage welfare, humanitarian outreach and community development. As Convenor of Vishwa Kashmiri Samaj, Convenor of the Mata Kheer Bhawani Yatra Welfare Society and President of the Shri Amarnath Yatra Welfare Society, he has contributed to preserving Jammu & Kashmir’s cultural and spiritual traditions while facilitating pilgrimage support and community participation. His initiatives have included healthcare outreach, multi-speciality medical camps, cultural programmes and welfare activities benefiting members of the community.
His public-service orientation was particularly visible during the COVID-19 pandemic. Recognising the difficulties faced by ordinary citizens in accessing essential medical equipment, he developed an oxygen flow metre for oxygen distribution to the general public free of cost. The innovation and its public-service application received attention from national news channels, highlighting his ability to respond creatively to an unprecedented public-health challenge.also had volunterian work during covid 19 also invented low cost oxygen flow metre for free distribution amongst effected people He has also made significant contributions to sports administration and youth development. His previous responsibilities have included serving as Secretary of the J&K State Sports Council. He continues to contribute to the development of gymnastics as President of the Gymnastic Association of Jammu & Kashmir and Vice-President of the Gymnastic Federation of India.
His contributions have received recognition through honours including the Bharat Shreshtha Sewa Sanstha Puraskar, Kashmir Peace Lovers Recognition and Mahatma Gandhi Rashtriya Seva Medal.
